{"id":108135,"date":"2016-01-26T22:21:42","date_gmt":"2016-01-26T22:21:42","guid":{"rendered":"https:\/\/footballagainstapartheid.wordpress.com\/?p=108135"},"modified":"2017-10-31T13:07:13","modified_gmt":"2017-10-31T13:07:13","slug":"expel-apartheid-israel-from-the-united-nations","status":"publish","type":"post","link":"https:\/\/footballagainstapartheid.org\/es\/2016\/01\/26\/expel-apartheid-israel-from-the-united-nations\/","title":{"rendered":"Expel Apartheid Israel from the United Nations"},"content":{"rendered":"<h1 id=\"pf-title\">\u201cExpel Israel from the UN\u201d<\/h1>\n<div id=\"pf-content\">\n<div class=\"pf-content\">\n<h3><span class=\"text-node\">UK activists\u2019 clarion call to civil societies around the world<\/span><\/h3>\n<p>Sixteen months after Football Against Apartheid called on FIFA to expel apartheid Israel from FIFA,\u00a0 campaigners called on the Palestine Solidarity Campaign (PSC) to support their call to expel Apartheid Israel from the United Nations.<\/p>\n<h5><em><span class=\"text-node\">By <\/span><a href=\"https:\/\/www.redressonline.com\/authors\"><span class=\"text-node\">Stuart Littlewood<\/span><\/a><\/em><\/h5>\n<p>At least some people are determined to kick off the New Year on a positive note. A motion to expel Israel from the United Nations is to be put to the Palestine Solidarity Campaign\u2019s (PSC) Annual General Meeting (AGM). It reads as follows:<\/p>\n<blockquote>\n<h4><b><span class=\"text-node\">Motion, PSC AGM 23 January 2016 to expel Israel from the United Nations<\/span><\/b><\/h4>\n<p><b><i><span class=\"text-node\">Considering that <\/span><\/i><\/b>Israel\u2019s admission to the UN on 11 May 1949 by General Assembly Resolution 273 was conditional upon its (1) honouring the UN Charter and (2) implementing UNGA [United Nations General Assembly] Resolutions 181 of 29 November 1947 and 194 of 11 December 1948;<\/p>\n<p><b><i><span class=\"text-node\">Noting that Israel<\/span><\/i><\/b> has: (1) repeatedly acted inconsistently with the purposes of the UN expressed in Article 1.2 of the UN Charter and thus also with Article 2 (Introduction); (2) repeatedly violated the provisions and principles of the Charter as expressed in Articles 2.3, 2.4, 4, 55 and 56; (3) failed to implement [UN]GA Resolutions 181 and 194; (4) violated numerous other resolutions of the Security Council and [UN]GA; and (5) beginning in 1948 killed many Palestinian civilians and forcibly expelled many others from their homes and land;<\/p>\n<p><b><i><span class=\"text-node\">Noting further that<\/span><\/i><\/b> all attempts to ensure through negotiation Israel\u2019s adherence to the Purposes and Principles contained in the Charter and to general principles of international law have failed;<\/p>\n<p><b><i><span class=\"text-node\">Considering that<\/span><\/i> <\/b>effective measures should be taken to resolve the present situation arising out of Israel\u2019s unlawful policies that violate the Charter and UNGA Res. 273;<\/p>\n<p><b><i><span class=\"text-node\">Recalling that<\/span><\/i><\/b> Article 6 of the Charter states,<\/p>\n<p>\u201cA Member of the United Nations which has persistently violated the Principles contained in the present Charter may be expelled from the Organisation by the General Assembly upon the recommendation of the Security Council\u201d;<\/p>\n<p><b><i><span class=\"text-node\">This AGM resolves<\/span><\/i><\/b><i><span class=\"text-node\"> that<\/span><\/i> the PSC Executive Committee shall<\/p>\n<p>request the government of the United Kingdom, enforced by a petition and lobbying, to submit a motion to the Security Council recommending that the General Assembly expel Israel from the UN in compliance with the Charter, Article 6.<\/p><\/blockquote>\n<p>And many will be saying: \u201cAbout time too\u201d. Israel has enjoyed impunity for its criminal acts for 67 years. And each year the international community\u2019s failure to take disciplinary action has made the Israeli regime more aggressive, more arrogant, more brutal and more loathsome.<img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-108157\" src=\"https:\/\/footballagainstapartheid.org\/wp-content\/uploads\/2016\/01\/israel-shits-on-un.jpg\" alt=\"Israel Shits on UN\" width=\"599\" height=\"406\" srcset=\"https:\/\/footballagainstapartheid.org\/wp-content\/uploads\/2016\/01\/israel-shits-on-un.jpg 599w, https:\/\/footballagainstapartheid.org\/wp-content\/uploads\/2016\/01\/israel-shits-on-un-300x203.jpg 300w\" sizes=\"(max-width: 599px) 100vw, 599px\" \/><\/p>\n<h3><span class=\"text-node\">Israel\u2019s endless defiance of civilised rules of behaviour<\/span><\/h3>\n<p>When drafting the motion it would have done no harm, I think, to mention the important ruling by the International Court of Justice (ICJ) that Israel\u2019s separation wall is illegal and must come down, and the Palestinians affected properly compensated. The 400-miles-long barrier known to all as the Apartheid Wall bites deep into the Palestinian West Bank, dividing and isolating communities and stealing their lands and water.<\/p>\n<p>If the wall was simply for security, as Israel claims, it would have been built along the 1949 Armistice \u201cGreen Line\u201d. But the wall\u2019s purpose is plainly to annex plum Palestinian land and water sources for illegal Israeli settlements, and to that end closely follows the line of the Western Aquifer. It is a crude attempt to change the \u201cfacts on the ground\u201d in order to expand Israeli territory and greatly reduce the viability of a future Palestinian state.<\/p>\n<div class=\"simplePullQuote\">\n<p><i><span class=\"text-node\">While Israelis fill their swimming pools, wash their cars and sprinkle their golf courses the Palestinians, who would normally be self-sufficient, now have to pay Israel\u2019s grossly inflated price for a mere trickle of their own water, or go without.<\/span><\/i><\/p>\n<\/div>\n<p>In 2004 the ICJ at The Hague ruled that construction of the wall was \u201ccontrary to international law\u201d and Israel must dismantle it and make reparation. The ICJ also ruled that <i><span class=\"text-node\">\u201call states are under an obligation not to recognise the illegal situation resulting from the construction of the wall<\/span><\/i> and <i><span class=\"text-node\">not to render aid or assistance in maintaining the situation<\/span><\/i> <i><span class=\"text-node\">created by such construction\u201d<\/span><\/i>.<\/p>\n<p>Eleven years later Israel, contemptuous of international law, continues to build its hideous wall with American tax dollars and protected by America\u2019s veto. While Israelis fill their swimming pools, wash their cars and sprinkle their golf courses the Palestinians, who would normally be self-sufficient, now have to pay Israel\u2019s grossly inflated price for a mere trickle of their own water, or go without.<\/p>\n<p>Perhaps the motion should also note how Israel continues to defy the <a href=\"https:\/\/www.ohchr.org\/EN\/ProfessionalInterest\/Pages\/CESCR.aspx\"><span class=\"text-node\">International Covenant on Economic, Social and Cultural Rights<\/span><\/a>, an important set of undertakings to which Israel itself and 136 other states are signed up.<\/p>\n<p><b><span class=\"text-node\">Article 1<\/span><\/b> states that \u201call peoples have the right of self-determination\u2026 In no case may a people be deprived of its own means of subsistence.\u201d Israel should not be interfering, for example, with fishing in Gaza\u2019s territorial waters, Gaza\u2019s off-shore gas resources or the West Bank\u2019s water. Furthermore, \u201cthe states that are party to the covenant\u2026 shall promote the realisation of the right of self-determination, and shall respect that right, in conformity with the provisions of the Charter of the United Nations\u201d.<\/p>\n<p><b><span class=\"text-node\">Article 2<\/span><\/b> requires all states to guarantee that the rights enshrined in the covenant will be exercised without discrimination of any kind.<\/p>\n<p><b><span class=\"text-node\">Article 6<\/span><\/b> says that states recognise the right of everyone to gain a living from work of their own choosing <i><span class=\"text-node\">and will take appropriate steps to safeguard this right<\/span><\/i>. But for Palestinians it is impossible until the siege on Gaza is lifted and free, unfettered access to the outside world restored. The same goes for the West Bank and East Jerusalem which are also blockaded by Israel\u2019s military and strangulated by Israel\u2019s <a href=\"https:\/\/www.redressonline.com\/2015\/12\/war-against-the-people-a-timely-jolt-to-spur-civil-society-action\/\"><span class=\"text-node\">matrix of control<\/span><\/a>.<\/p>\n<div class=\"simplePullQuote\">\n<p><i><span class=\"text-node\">Despite\u00a0many calls to suspend the [Israel-EU Association ]Agreement, the EU has instead upgraded the relationship and enhanced the benefits.<\/span><\/i><\/p>\n<\/div>\n<p>What about the threat Israel poses not just to the region but to the rest of the world? According to the Weapons of Mass Destruction Commission, Israel has a nuclear arsenal numbering in the hundreds and is the only state in the region not to have signed the Nuclear Non-Proliferation Treaty. Nor has it signed the Biological and Toxin Weapons Convention. It has signed but not ratified the Comprehensive Nuclear Test-Ban Treaty, similarly the Chemical Weapons Convention. Perhaps the facts about Israel being a lethal misfit ought to have been noted in the PSC motion.<\/p>\n<p>Also worth adding, as justification for launching the motion, is how the Israeli regime enjoys preferential treatment under the European Union-Israel Association Agreement of 1995 but fails to observe its terms. These require adherence to the principles of the United Nations Charter, and Article 2 says that \u201crespect for human rights and democratic principle constitute an essential element of this agreement\u201d. Israel has never complied but continues to enjoy association benefits. Despite\u00a0many calls to suspend the Agreement, the EU has instead upgraded the relationship and enhanced the benefits. In Israel\u2019s breaches of\u00a0legal\u00a0and human\u00a0rights obligations are rewarded not punished.<\/p>\n<h3><span class=\"text-node\">Will the whole world take up the call to expel?<\/span><\/h3>\n<p>The PSC motion\u2019s originator, Blake Alcott, provides a useful \u201c<a href=\"https:\/\/blakealcott.jimdo.com\/publications\/\"><span class=\"text-node\">Long Dossier<\/span><\/a>\u201d on the need for Israel\u2019s expulsion. He writes:<\/p>\n<blockquote><p>I\u2019m anticipating that, like last January, the PSC Executive Committee will oppose it \u2013 not its substance, but because the time isn\u2019t yet ripe for it. Ben-Gurion always said that time is on Israel\u2019s side, and I fear he was right. So I say, let\u2019s throw the book at them\u2026<\/p><\/blockquote>\n<p>The time not ripe after more than six decades of Palestinian suffering during which the situation has gone from disgraceful to intolerable? Baroness Morris, President of Medical Aid for Palestinians, reminds us in her Christmas message:<\/p>\n<blockquote><p>In Gaza, 95,000 Palestinians remain homeless following the last conflict [the 2014 Israeli <i><span class=\"text-node\">blitzkrieg,<\/span><\/i> \u201cProtective Edge\u201d, and ongoing eight-year blockade], forcing many to face the winter cold in tents, shipping containers, or among the ruins of their former houses.<\/p><\/blockquote>\n<p>Such inhumanity defies all understanding and reason. And still the international community turns a blind eye to the evil of a small Zionist gang who have somehow managed to grab the Western political \u00e9lite by the balls.<\/p>\n<p>The patience of decent folk is finally exhausted. Civil society now must set the pace, make the running and oust their compromised leaders. In the coming weeks the PSC has an opportunity to strike a spark that starts a worldwide civil society eruption, with the aim of amplifying the expulsion message, overriding current political inertia and speaking firmly from the grassroots to governments across the globe.<\/p>\n<p>It would help too if the churches in the West found the backbone to take an orchestrated stand against Israel\u2019s seizure of the Holy Land and the threat posed to the very wellspring of the Christian faith. They should be outraged by the regime\u2019s persecution of Christian communities \u2013 as well as their Muslim brothers and sisters \u2013 residing in the place where Christianity was born.<\/p>\n<p>Perhaps then the UN will sit up, take notice and make amends for its lamentable record.<\/p>\n<p><em>If you would like to make a small donation to Football Against Apartheid by simple bank transfer we will ensure it is carefully used to liberate the Palestinian people;<\/em><br \/>\n<strong>Account Name: C.
